POSITION SUMMARY This position is responsible for managing all resources associated with the Integrated Logistics Support (ILS) department. Accordingly, the ILS Manager must translate broad tasking into action plans and work methods that include subcontractors and MMC personnel, as well as functional resources to achieve company goals and objectives. In so doing the ILS Manager will assist in defining contract requirements as relating to ILS and pertaining to all acquired ship design and build projects, define department resources needed to meet ILS commitments, and coordinate ILS Department personnel to achieve commitments. The ILS Manager shall interface with project management on both the customer and MMC side to resolve issues and conflict.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Define contract requirements on a project by project basis as related to ILS department Documentation and Services provided and monitors performance to the contract, oversees contract compliance, negotiates contract change proposals with the customer, and is a point-of-contact for the customer, responsible for Customer-Contractor relations. Manage the Integrated Logistics Systems (ILS) Department resources as related to forecasting, acquisition support and allocation to specific projects. Establish/Develop/Modify (as required); Maintain and Measure; Departmental capabilities so as to support MMC Goals and Objectives Develop/refresh training regimens on a departmental basis to strengthen and enhance ILS Department capabilities Provide customer interface so as to define/refine contract requirements and resolve issues. Must abide by and enforce all organizational policies and procedures. SUPERVISORY RESPONSIBILITIES Directly supervises 10 to 20 employees. Carries out supervisory responsibilities in accordance with the Company's policies, procedures, and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Demonstrates leadership skills that align with the mission, vision, and values of the Company. EDUCATION AND EXPERIENCE: The ILS Manager should have a Bachelor of Science or Arts Degree in a discipline relatable to Shipbuilding with 5 years of experience in developing ILS documentation, or 10 years of applicable shipbuilding project experience. Has knowledge of Earned Value Management (EVMS) principles and practices (or equivalent Cost Schedule Stat using and reporting experience) and understands the significance of the Integrated Master Schedule (IMS) as it relates to EVMS. A supplemental management degree is a plus. Must have an understanding of the following logistics activities associated with ship design and support: provisioning process development; outfitting process development; technical manuals process development; configuration process development; validation process development; IDIQ (Indefinite Items Indefinite Quantities) process development; training; Federal Acquisition Regulations (FAR); various contract vehicles to include Firm Fixed Price and Cost Plus. Must be computer literate to the extent needed to review Microsoft Office generated documents as well as utilize Microsoft Outlook as a means of communication within and outside the Department. SKILLS: The ILS Manager must exhibit the capacity to manage a group of people subdivided into elements. They also carry out supervisory responsibilities in accordance with the Company's policies, procedures, and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Personal competencies must include strong time management skills complemented by the ability to prioritize problem solving and issue resolving activities so as to maximize achievement of their Department's goals and objectives. Drive and discipline to monitor, maintain, modify (as required) and enforce existing Department policies and procedures; as well as develop new procedures as they are required to support new contract project requirements. Procedures are done in accordance with ISO requirements. Keeping with the MMC Quality Management System (QMS); must exhibit the ability to establish "comparative" metrics so as to evaluate Department (as well as individual) performance as related to quality improvement. Timely decision making ability is considered to be of utmost importance as are the process they use to evaluate the risks associated with said decisions. Conduct regular interface meetings with ILS intradepartmental personnel to assure effective information flow from Director of Program Management, to provide department guidance, and to obtain project status. Participate in weekly interface meetings with Director of Program Management's staff to obtain status of MMC/MMG goals and objectives and to obtain interdepartmental knowledge as pertaining to the ILS Department. Attend "as required" meetings to participate in resolution of MMC ILS Department issues related primarily to projects. Participants of these meetings usually involve Program Managers and Project Engineers. The ILS manager shall develop and make presentations as follows: develop and conduct presentations and briefings as needed to support Logistic Readiness Reviews, and other conferences involving senior customer Program Management. The ILS manager is to conduct/participate in the following types of meetings: "as required" meetings are established and supported with potential outside providers of supplies and services (i.e. subcontractors) designed to enhance ILS Department processes or support MMC ILS Department Goals and Objectives. "As required" meetings are established and supported with MMC "Project" Customers to assist in the resolution of issues and provide ILS Department plans and processes designed to support the Project in question. Must have strong Microsoft Office Suites computer skills. Must have strong organizational and time management skills. Must have the ability to maintain a professional demeanor. Must have effective written and verbal communication skills. Must have ability to maintain confidentiality.
